It's called "passing the trash" and it happens when the economic impact of removing a teacher is more than simply sending them on with a nonrenewal on tehri record. I've seen this happen. It may be anger issues or drinking or any of a number of bad and dangerous behaviors. But the legal system is such that a district might be tempted to simply move a bad teacher away rather than fight a public and costly court case.
