How Does The CTA Make Its Decisions?

CTA and NEA like to pass themselves off as "democratic" institutions because every once in awhile the peons get to vote for something, but clearly they're oligarchies whose motivations lie beyond the wishes of their members. How else can you explain that some of the largest local unions in the state are publicly opposing Proposition 1A, while CTA and NEA pour millions into the Yes On 1A campaign?

I'm voting "No" down the line 'cept for that one that says "No budget, then no raises" for legislators.
