According to this article, graphene could make desalination perhaps two orders of magnitude more efficient than it is today. Unlike forced health insurance, that truly is, to paraphrase the vice president, a B** F****** D***.
Assuming that this comes to fruition, I see two positives and no negatives. First positive: we've got plenty of sea water and lots of places that need drinking water, so yay. Second positive: global warming is going to raise the oceans anyway (hehe), but now we can just drink and irrigate that rise away!
See? Problems solved!
