Sorry to hear that, but not surprised. My brother in law retired from State of California at 55 and has been living a more than comfortable lifestyle at Palos Verde. I have a feeling that like many of pension plans, California employees are in for a big shock. Nobody's been asking Sacramento how money's being spent for years now---that lack of oversight paired with rampant spending for liberal causes will have consequences.

High taxes and the housing crisis is certainly making things difficult. I'm considering moving out if things get even worse.
Just as a start, could we get one of the things on your list? Just one would do for now.
