This is not what I'd call leadership:
President Obama's budget suffered a second embarrassing defeat Wednesday, when senators voted 99-0 to reject it.If the president truly wanted to run against a do-nothing Congress, he could do worse than to start with the Democrat-run Senate, which hasn't passed a budget since before Obama was elected.
Coupled with the House's rejection in March, 414-0, that means Mr. Obama's budget has failed to win a single vote in support this year.

I don't think Obama ever stopped campaigning. He's not good at creating coalitions. He's not good at presenting or vetting legislation. He's not even very good at golf. What he's good at is pontificating and making conjectures pleasing to whatever audience he encounters.
