I was digging around for the French quote about the L.A. riots. I remembered it well, but couldn't recall the exact words or the exact personage who said it. I have a vague memory that President Jackson said a similar thing about 175 years ago. The issue was brought before Congress that the widow of some solider was in dire straights and they wished to allocate some of the Federal budget to help her out. The response was this is not what the federal government was supposed to do. Then Davy Crocket went on to say that he would be happy to donate to a collection to help the widow out.
