The centralized nature of the district system guarantees a top-heavy administration once the per student budget exceeds the minimum necessary to pay the teachers. After all, what are you going to do with all that "extra" money? There really is nothing else to do with it but hire non-teaching professionals.
I'm with you on that, Darren. Here's a great story about an administrator doing exactly that at a formerly struggling, but quickly improving lower socioeconomic high school in Denver.
