Actually, it's not always the king and queen who are a monarch's parents. Sometimes it's a sibling, or someone else entirely--in Queen Victoria's case, she became queen when her uncle, the king, died.
The answer is the Duke and Duchess of York. The Duke of York later became King George VI and his wife Elizabeth became Queen Consort upon his ascension of the throne. I believe his first name was actually Albert. And I'm old enough that I remember listening to Elizabeth's coronation on the radio because Oregon did not have any television stations at that time. Also saw a newsreel of it.
Henry VIII and his wife....Anne Boleyn. Elizabeth, aka the "virgin queen", became queen after her brother died prior to reaching age 20.....Liz was a tough woman, never married, is said to have had several lovers, sent her "sea dogs" after the Spanish (raid those treasure ships....Henry Morgan, Francis Drake....), beat the Spanish Armada, keep English territories on the Continent under Protestant control.....She set a high standard for English Monarchs.
By golly, I misread that question completely. Yet when I look at it now it is obvious that you were talking about Queen Elizabeth the First. Geez, teachers used to warn me to read the questions carefully, and they were right because I just flunked the test. :(
Having said that, when it comes to Elizabeth the First I go back to the old song, "With Her Head Tucked Underneath Her Arm," as an answer. And yes, for a while I will read the questions more carefully.

Come on. Henry VIII *was* king, so I get that one. Anne Bolyn was queen when QEI was born.
