I think that it's Thomas Jefferson.
The $2 bet at the track is the reason that the $2.00 bill never caught on, or so I am told.
Negative association with gambling.

It's too bad, the government could save some money printing bills if their was more demand for $2.00 notes.

In a general sense, there are no American's on the $2 bill.

I will volunteer that one famous American whose *image* is on the $2 bill is Benjamin Franklin. He is standing next to Thomas Jefferson, another famous American.
